House Rs Attached a Slew of Anti-Environment Amendments to Energy Approps. Which Dems Joined Them?

Yesterday, the House passed its latest appropriations bill, that on energy and water appropriations. And, as to be expected, House Republicans attached a lot of anti-environment amendments to it. Let's take a look at some of them.

Social Cost of Carbon

James Lankford (OK-05) offered an amendment to add a new section prohibiting the use of funds to prepare, propose, or promulgate any regulation or guidance that references or relies on, the analysis contained in specified documents, on the subject of the Social Cost of Carbon.

The amendment passed 227 to 191.

3 Democrats voted for it: Jim Matheson (UT-04), Collin Peterson (MN-07), and Nick Rahall (WV-03).

1 Republican voted against it: Chris Gibson (NY-19).

LNG Exports

Bill Cassidy (LA-06) offered an amendment to prohibit the DOE from applying its "Life Cycle Greenhouse Gas Perspective on Exporting Liquefied Natural Gas from the United States" report in any public interest determination under the Natural Gas Act.

The amendment passed 232 to 187.

Five Democrats supported it:

2 Republicans opposed it: Chris Gibson (NY-19) and Walter Jones (NC-03).

Incandescent Lighting

Michael Burgess (TX-26) offered an amendment to block funding for the enforcement of the phase-out of incandescent lighting.

It passed 226 to 193.

3 Democrats voted for it: Mike McIntyre (NC-07), Collin Peterson (MN-07), and Nick Rahall (WV-03).

3 Republicans voted against it: Richard Hanna (NY-22), David Jolly (FL-13), and Dave Reichert (WA-08).

Clean Water Act

Doug LaMalfa (CA-01) offered an amendment to prohibit the use of funds to regulate the discharge of dredged or fill materials associated with farming, ranching, or forestry under the Clean Water Act.
It passed 239 to 182.

Steve Stockman (TX-36) offered an amendment to prevent the Department of Energy from blocking the approval of offshore drilling permits.

It passed 218 to 204.

It passed 226 to 194.

2 Democrats voted for it: Collin Peterson (MN-07) and Nick Rahall (WV-03).

3 Republicans voted against it: Chris Gibson (NY-19, Bill Posey (FL-08), and Dave Reichert (WA-08).

Final Passage

The final Energy-Water appropriations bill passed 253 to 170.

218 Republicans and 35 Democrats voted for it. 159 Democrats and 11 Republicans voted against it.
